It's easy to forget that in the late 1800's, the resources of the Canadian colonial government were very limited. The RCMP had only 1,000 men which hampered their ability to control frontier violence, according to Professor Nigel Biggar in his recent conversation with Margaret Macmillan at a CIHE event.
